India-Canada Tussle

After the cancellation of visas, the Indian government is mulling more strong measures amid a spiralling diplomatic standoff with Canada, sources told CNN-News18 on Tuesday. According to them, New Delhi will soon strip several “troublemakers" of the Overseas Citizen of India (OCI) status.

The government may initiate this step against certain individuals on a case-by-case basis, said the sources.

The Centre is of the firm view that taking up the Khalistani flag and simultaneously earning from agricultural properties in India cannot go together, officials said.

This strong step will be in light of protests that happened outside Indian missions abroad, they added.

The government, said officials, is disappointed as some students protested in front of Indian missions abroad after recently going there on study visas. It wants to give the clear message that loyalty to the country can't be undermined by Khalistani groups.

News18 had reported earlier that New Delhi wants Ottawa to recall more than two dozen of its diplomats from India, according to top government sources.

Foxconn to Invest $1

BENGALURU: Taiwan's Foxconn will invest $1.5 billion in India in its latest expansion plan, the world's largest contract manufacturer of electronics said on Monday.

The company, which announced the investment plan in a stock exchange filing, did not provide any further details.

Foxconn has been rapidly expanding its presence in India by investing in manufacturing facilities in the south of the country.

The contract manufacturer aims to double its workforce and investment in India by next year, a company executive had said in September.

The company's Chairman Liu Young-way had also said in an earnings briefing in August he sees a lot of potential in India, adding that "several billion dollars in investment is only a beginning".

Shooting Nationals

Asian Games gold medallist Sift Kaur Samra extended her good year with a top-place finish in the women's 50m rifle-prone discipline at the 66th Shooting Nationals here on Monday.

India's number one women's 3P shooter recorded 627.3 to finish ahead of Odisha's Shriyanka Sadangi, who managed 624.7. Rajasthan's Manini Kaushik was third while Samra also won the team gold in the event for Punjab, along with Anjum Moudgil and Vanshika Shahi.

In September, Samra had won gold in the individual 50m rifle 3-position event at the Asian Games with a world and Games record score of 469.6.

Bandhvi Singh of Madhya Pradesh and Nishchal of Haryana claimed the civilian and junior titles respectively in the discipline.

In the Para Nationals happening concurrently, Haryana's Deepak Saini won the 50m rifle prone mixed (SH1) seniors title with a score of 602.7. Naresh Kumar Sharma of Delhi was second with 598.2 while Maharashtra's Swaroop Unhalkar was third with 592.3.

Meanwhile in Bhopal, where the pistol competitions are taking place, Shiva Narwal created a new national record with a score of 590 in the junior men's 25m competition.

Simranpreet Kaur Brar won the women's 50m pistol for Punjab.

HS Prannoy, Lakshya Sen Pull Out Of Syed Modi International Tournament

Indian shuttlers HS Prannoy and Lakshya Sen have pulled out of the Syed Modi International, taking some sheen out of the Super 300 badminton tournament starting on Tuesday.

Asian Games bronze medallist Prannoy had recovered from a back injury to reach the semifinals at China Masters Super 750, while Canada Open winner Sen, world No. 17, hasn't looked his self with six first-round exit since August.

It has been a hectic schedule for the players and with the Olympic qualification on the line, players would like to be fresh for the next season. The BWF ‘Race to Paris Ranking Lists' of 30 April will be considered for qualification.

Olympic medallist P V Sindhu is also missing in action as she recovers from an injury.

World No. 24 Kidambi Srikanth is now the top-ranked Indian in men's singles draw, which also has Tokyo Olympian B Sai Praneeth, Indonesian Masters Super 100 winner Kiran George and Priyanshu Rajawat, who won the Orleans Masters Super 300 title this year.

Six seed Srikanth will open against Chinese Taipei's Chia Hao Lee, while Priyanshu will face Dmitriy Panarin of Kazakhstan. Kiran will take on a qualifier and Praneeth, who has been struggling with form, will face Japan's second seed Kenta Nishimoto.

Former world No. 11 Sameer Verma, who is trying to make a comeback after battling injuries, will take on Chinese Taipei's Wang Tzu Wei.

Mithun Manjunath will meet France's Alex Lanier, while former world junior championships silver medallist S. Sankar Muthusamy Subramanian will fight it out against Arnaud Merkle of France.

In women's singles, Malvika Bansod, Aakarshi Kashyap, Unnati Hooda, Anupama Upadhaya, Ashmita Chaliha, Tanya Hemanth, Tasnim Mir and Ruthvika Shivani Gadde are in the fray.

Suryakumar Yadav's India take on Matthew Wade's Australia in the third T20 at the Barsapara Cricket Stadium in Assam on Tuesday. The Men in Blue have thrashed the Aussies in the last two matches and will be looking to seal the tournament with a win in the third T20 of the five-match series.

Surya-led India have looked energetic on the field and somewhat ultra-aggressive with the bat, following in their captain's footsteps. In their last encounter, the Indian side had handed Australia a comfortable 44-run defeat, buoyed by half-centuries from India's top three batsmen and later by the onslaught of left-hander Rinku Singh.

Another left-hander in the side, Tilak Varma, will be under the scanner in the 3rd T20 match as there may be changes in the Indian XI with Shreyas Iyer taking over the vice-captaincy from Ruturaj Gaikwad from the next match. With Indian all-rounder Hardik Pandya drafted to the Mumbai Indians (MI) from Gujarat Titans (GT) as part of an all-cash deal on 27 November, Pandya expressed his delight over the move, saying "it feels good to be back".

The Indian cricketer started his IPL career with MI in 2015 and represented GT in the last two seasons as captain. In 2022, he also led the franchise to an IPL title in their maiden season.

Taking to X, he shared a video where he was traded for ₹10 lakh to MI and wrote, “This brings back so many wonderful memories. Mumbai. Wankhede. Paltan. Feels good to be back."

Champions Trophy to be shifted out of Pakistan or held in hybrid model

The 2025 edition of Champions Trophy, the second biggest multilateral One-Day International (ODI) cricket tournament after the World Cup, would be shifted out of Pakistan or played under hybrid model, reports said on November 27.

The tournament could be moved to the United Arab Emirates (UAE), or played under an Asia Cup-like hybrid model with matches scheduled in both the countries, the media reports claimed.

Livemint could not independently verify the development.

Pakistan is currently scheduled to host the Champions Trophy 2025, but speculations are rife that the International Cricket Council (ICC) may come out with an alternative plan as India may decide against sending its national team to the neighbouring nation due to political and security reasons.

A similar scenario emerged during the recently held Asia Cup, which was originally scheduled in Pakistan. However, after India decided against sending its team to the country, the tournament was held under hybrid model in Sri Lanka.

Four Asia Cup matches were played in Pakistan, whereas, the remainder of the tournament was held in Sri Lanka.

Meanwhile, the Pakistan Cricket Board (PCB) has urged the ICC to sign the Champions Trophy 2025 hosting rights agreements with it, stressing that the PCB should be compensated if India refuse to travel to the country citing political and security reasons, reports said on November 26.

A highly reliable source in the PCB told news agency PTI that while the ICC has marked Pakistan as the host of the tournament, the global body is yet to sign the important hosting agreement with it.

The source reportedly disclosed that PCB Chairman Zaka Ashraf and COO Salman Naseer had met the ICC executive board in Ahmedabad to discuss the hosting of the Champions Trophy in Pakistan in February-March, 2025.

“Pakistani officials discussed the probability of the Indian board (BCCI) again refusing to send its team to Pakistan and made it clear that in any given situation the ICC must avoid taking unilateral decisions on the tournament," the person was quoted as saying.

He said the PCB officials had told ICC that if India refuses to play in Pakistan on security grounds, the global body should appoint an independent security agency.

The PCB further said the agency could liaison with Pakistan government and security officials to assess the security situation of the participating teams including India.

“The PCB officials said many top teams had toured Pakistan in the last two years without any security concerns.

“They also made it clear that in case of India not sending its team and its matches being moved to another country, then the ICC must compensate Pakistan for this," the source was further quoted as saying.

Winter session of Parliament will be held from 4-22 December

The winter session of Parliament, 2023 will begin from December 4 and continue till December 22. An all-party meeting has been called on December 2.

Earlier Parliamentary Affairs Minister Pralhad Joshi said that the session will have 15 sittings spread over 19 days.

"Winter Session, 2023 of Parliament will commence from 4th December and continue till 22nd December having 15 sittings spread over 19 days. Amid Amrit Kaal looking forward to discussions on Legislative Business and other items during the session," he said.

Notably, on 3 December, the results of five state assembly elections will be declared (Rajasthan, Madhya Pradesh, Chhattisgarh, Mizoram and Telangana). The results of the assembly elections will have a major bearing on the session during which the government is keen to pass key bills.

The report of the Ethics Committee on the "cash-for-query" allegations against TMC MP Mahua Moitra will be tabled in Lok Sabha during the session.

Another key bill pending in Parliament relates to the appointment of the chief election commissioner and election commissioners.

The bills to replace the IPC, CrPC and the Evidence Act may be taken up for consideration during the session.

Airbus to scale up defence production with Tata arm

In 2021, IAF signed an agreement with Airbus for 56 C295 military transport aircraft for ?21,395 crore.

Airbus S.A.S. is planning to enhance its partnership with Tata Advanced Systems to broaden India’s defence supply chain, as well as launch new products to cater to the country’s defence needs, Jorge Tamarit-Degenhardt, who heads the C295 transport aircraft programme for Airbus, said in an interview.

According to Tamarit, Airbus and Tata will invest in developing capabilities, including acquiring raw material and manufacturing detailed parts, or subcomponents, as well as establishing sub-assembly and assembly facilities. The programme will be in phases, with an initial focus on sourcing components such as metallic and composite manufacturing technologies, he added.

“We work with Tata and we train Tata. Then, it's up to them to decide whether they make or buy the components. Whenever they are selecting a supplier or MSME (micro, small, and medium enterprises), they need to satisfy some requirements which have been set up by Airbus. So, we are doing the assessment of the suppliers. We are qualifying them and whenever there is a gap, supporting them. In the first stage, most resourcing will be metallic and composite manufacturing technologies." The firm will also prioritize electric harnesses in its efforts to strengthen India's supply chain, he said without providing details of the investments. It aims to fulfil the demand for military transport aircraft as India works towards replacing its aging military transport fleet.

In 2021, the Indian Air Force had signed an agreement with Airbus for 56 C295 military transport aircraft, for ₹21,395 crore. Around 16 of these aircraft will be acquired in a ready-to-fly condition from the final assembly line at San Pablo Sur site in Seville, Spain. The first aircraft was handed over by Airbus earlier this year in the presence of Air Chief Marshal Vivek Ram Chaudhuri. Around 40 C295s will be manufactured locally requiring investments from both Airbus and Tata Advanced Systems to establish the defence supply chain.

According to Tamarit, Airbus aims to leverage this supply chain not only for additional transport aircraft but also for other defence platforms and offerings, given that the Indian military requires an estimated 100 aircraft. Airbus and Tata expect to deliver the first India-manufactured C295 in 2026 from their final assembly line in Vadodara, which will be operational by November 2024.

Component production for the aircraft has started at the main constituent assembly facility in Hyderabad, Airbus said. Other foreign defence firms, such as Brazil's aviation major Embraer, are also exploring establishing manufacturing facilities in India. Mint earlier reported that Embraer is in talks with the Tatas and Hindustan Aeronautics Ltd to manufacture defence transport aircraft in India.

Following the Centre's push to encourage global defence companies to “Make in India", there's a concerted effort to establish a robust domestic defence supply chain. New Delhi's initiatives include releasing indigenization lists, boosting domestic procurement in Defence Acquisition Procedure 2020, and promoting defence industrial corridors. These measures aim to facilitate the entry of foreign firms into the Indian market, support defence startups, and boost research within the country. “Airbus and Tata partnering is an example of two giants coming together and building synergies to come up with something remarkable and much needed for economic growth. Such partnerships are bringing in capital from the global market and immense global experience and in turn getting access to skilled manpower, market, local trust of capability and delivery and a brand which has been synonymous of delivering business for the greater good," said Brajesh Singh, president, Arthur D. Little India.

Tata Advanced Systems Limited did not comment on the matter.

ONGC to charge premium over Brent in oil deals with BPCL and HPCL

Deregulation of the sale of domestically-produced crude oil appeared to be in favour of ONGC as the firm will charge a premium over Brent in oil deals with BPCL and HPCL. The ONGC has signed deals to sell about 4.5 million tonnes of crude oil each to Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL) in which it will sell crude oil it produces from Mumbai offshore fields at a premium to international benchmark Brent.

According to a news report, the oil has been priced at the prevailing Brent crude oil price plus 1%. Brent, which is trading at $80, after the oil contract the ONGC would get $80 plus $0.8.

ONGC produces 13-14 million tonnes per annum of crude oil from its fields in the Arabian Sea, off the Mumbai coast.

Market looks steady as global equities head towards big monthly gains

In June last year, the government of India allowed firms like ONGC and Vedanta to sell locally produced crude oil to any Indian refinery for turning it into fuel, such as petrol and diesel, as it deregulated one of the last few avenues that were still under its control. While contracts for oilfields awarded since 1999 gave producers the freedom to sell oil, the government fixed buyers for crude produced from older fields, such as Mumbai High of ONGC and Ravva of Vedanta.

Oil scores first weekly gain in 5 weeks ahead of OPEC+ decision; Brent at $80

However, from June 2022 onwards, the oil companies have the freedom to sell crude oil in the domestic market.

The old rule had led to producers such as ONGC and Oil India not getting the best market price.

After that rule change, ONGC started quarterly auctions of crude oil produced from Mumbai High and Panna/Mukta fields in the western offshore.

India's crude output up 1.3% to 2.5 MMT in October, imports rise after 4 months

While the company got a slight premium over Brent in the initial auction, refiners like the Indian Oil Corporation (IOC) started seeking discounts equivalent to the one they got on Russian oil.

Following Moscow's invasion of Ukraine in February last year, Russian oil was sanctioned. This led to Russian Ural crude being traded at a discount to Brent crude (the global benchmark).

The discount on Russian Urals grade was as high as $30 a barrel in the middle of last year and is now around $6-7. Going against the sanctions by the West, India argued that domestic oil firms needed discounts as they suffered losses on selling petrol and diesel at below cost to keep inflation in check.

ONGC resisted the discounts arguing that the government has taken away all upsides of the recent surge in oil prices through a levy of windfall profit tax. As a way out, it floated the idea of a term contract - selling a fixed quantity of oil in a year at the pre-agreed benchmark. It first signed a pact to sell 4 million tonnes per annum plus an optional 0.5 million tonne of crude oil to BPCL, which has a refinery to convert the crude oil into fuels like petrol and diesel at Mumbai.

This was followed by a similar pact with HPCL, which too has a refinery in Mumbai. ONGC also signed a pact to sell smaller volumes to its subsidiary Mangalore Refinery and Petrochemicals Ltd (MRPL). In the first auction last year, ONGC had offered 33 lots of 412,500 barrels each - 26 cargoes from Uran near Mumbai and seven cargoes from Mumbai offshore - for sale starting November 1, 2022, at a minimum $0.5 premium over the average monthly price of Brent.

All the cargoes were sold to state refiners except one, which was awarded to Reliance Industries Ltd, sources said adding the refiners bid to pay a premium of $1.80-1.85 per barrel for cargoes from Uran, where supplies come through a pipeline, $3.8-6.5 per barrel for offshore cargoes and about $1.55 per barrel for a parcel from Panna-Mukta field.
