US Envoy Pitches for Deeper Indo-US Conversations on AI Regulatory Framework Published 2 hours ago

US Ambassador to India Eric Garcetti on Monday made a strong pitch for “deeper conversations” between New Delhi and Washington on a regulatory framework for artificial intelligence, saying it could be an example of a “multiplicative relationship” between the two democracies.

In an interactive session organised by the Observer Research Foundation, Garcetti stressed the need to “get in front” of artificial intelligence (AI) to avoid facing catastrophic consequences.

He made it clear that while there had been deep conversations on the issue with India, there was no formal proposal yet from either side. Garcetti noted that US President Joe Biden had spoken strongly on the issue.

Last month, Biden issued an executive order that required AI manufacturers to provide the federal government with an assessment of their applications' vulnerability to cyberattacks, the data used to train and test the AI and its performance measurements.

“If we don't get in front of AI, the consequences, even if it is a small percentage of likelihood, of something catastrophic happening with our official intelligence could be sooner than we believe,” Garcetti said.

On the India-US 2+2 dialogue last week, Garcetti said the two sides took important steps towards strengthening the major defence partnership which continues to grow and increasing the acceleration seen through initiatives such as the US-India roadmap in industrial cooperation and defence.

He stressed that New Delhi and Washington should deepen their Artificial Intelligence (AI) conversation.

He pitched for India-US collaboration and cooperation in emerging domains. “…we sometimes just focus on weapons and what is being sold, or potentially co-developed, but the operational level of our militaries…is as critical as any equipment,” he said.

He also said the countries should “discuss ways to deepen our science and our technology partnerships to harness technology for the global good instead of technology that harms us and divides us.”

The US envoy said that the joint statement issued after the 2+2 Dialogue reflected the resolve of the US and India to promote resilient rules-based international order to safeguard a free, open and inclusive Indo-Pacific through the QUAD and other metrics, global issues.

Five Takeaways for National Politics on Road to 2024 Published 3 minutes ago

Exit polls have been a critical weathervane in the political theatre that has characterised key poll contests ever since the American pollster Warren Mitofsky conducted the first one in 1967 for the Kentucky governor's contest. Individual polls may get it wrong sometimes, for sure, but a wider poll of exit polls – averaging out the findings of all key pollsters — more often than not, does provide a sense of the direction in which the people's mood is moving.

So, what does the poll of exit polls – showing a possible 2-2 draw between Congress and BJP — in key Hindi heartland states and Telangana mean for national politics? If these numbers (see chart) hold on results day, here are five key takeaways:

• Brand Modi still delivering, even in state contests: A BJP victory in Rajasthan (which would be part of the state's historical pattern of replacing incumbents) and a tight margin call in Madhya Pradesh (going against the grain of 20 years of anti-incumbency) would first and foremost indicate that Prime Minister Modi's brand appeal retains its electoral potency, even in local contests.

Remember that in both Rajasthan and MP, the party made it clear that it has no CM face – despite the presence of its traditional satraps, Vasundhara Raje and Shivraj Singh Chauhan. The Prime Minister – or ‘Modi ki guarantee' as the party's poll slogan put it – has been at the centre of the party's campaign in both states, to paper over the internal fissures created by the party's effort to effect a generational change in both states.

• BJP's Core Voter Base and Last Mile Party Machinery Remain Strong in Hindi Heartland: After two decades of incumbency in Madhya Pradesh, few gave BJP a chance even three months ago. Despite that, a BJP resurgence in the state showcases the inherent strengths of the party's cadre.

MP was the original bastion of the Sangh, long before even Gujarat. If the polls are right, then they indicate that BJP managed to overcome internal differences and galvanise its core cadres, in sharp contrast to what happened in Karnataka just three months ago. To a lesser extent, this is true in Rajasthan as well.

• Jury Still Out on Mandal 2.0 and Caste Survey: The runup to these assembly polls was animated by Rahul Gandhi's call for a nationwide caste census. The opposition was betting big on this gambit as a way of cutting through the BJP's Hindutva plank and to fracture the new Other Backwards Classes (OBC) base that has powered the party's post-2014 victories in the Modi era.

This seems to have had limited impact on the ground. Almost one-third of MP's 230 assembly seats, for example, are OBC-dominated. If the exit poll average in two key Hindi heartland battleground states is right, it indicates a lukewarm response to what many saw a game-changing super weapon to combat the BJP's poll juggernaut ahead of the 2024 polls.

• Congress's Telangana Surge Indicates Emergence of a Different South India Model: The revival of the Congress in Telangana resurrects a core party bastion that had simply crumbled away in the aftermath of the new state's formation in 2014. After the party's Karnataka sweep earlier this year, the Telangana surge hands the Congress a second southern state, with a strong economic and financial base.

Like Karnataka, the Congress benefitted from a strong local leadership in Telangana. And it hugely benefitted from defections by many leaders who began to see it as a viable challenger in Hyderabad after the Karnataka victory. The party's Telangana campaign essentially followed the same template as Karnataka and voters moved to it after it became clear that it was a serious challenger to the status quo. If the exit polls are right, then it also indicates a significant movement of minority votes in Telangana to Congress from the BRS.

• Women Voters Have Changed the Game: These elections have once again underscored the crucial role of the Mahila-factor. In MP, for instance 18.3 lakh women voters cast their ballots, 2% more than last time. Women ‘labharthees' clearly played a pivotal role in the BJP's resurgence, driven by new welfare measures like the ‘Ladli Behna' [Beloved Sister] scheme that put money directly in their pockets.

Women voters have been crucial to the BJP's poll advances since 2014 in north India, on the back of welfare schemes and last-mile delivery with direct-benefit-transfers. Their rise has been a game-changer overturning traditional politics. The higher turnout of women voters is also intrinsically linked to the creation of a new ‘labharthee' class' and the rise of a new kind of competitive welfare politics. This trend is here to stay. As these elections showed, no major party can afford to ignore this.

Finally, it is important to remember that BJP had lost all these 4 key state assembly contests in December 2018. Yet, just a few months later in the 2019 national polls, it swept Rajasthan, MP and Chhattisgarh and made inroads in Telangana. Voters often vote differently in state (where local issues matter more) and national contests.

Yet, five years later, the fact that BJP has managed to get ahead now in two assembly contests, indicates that it remains in pole position on the road to 2024. The Congress has cause to celebrate with its Telangana resurgence, for sure. However, in the Hindi heartland, if these polls hold, it still faces a huge uphill battle up ahead in head-to-head contests with the BJP in 2024.

D-Mart founder RK Damani India's leading self-made entrepreneur

Radhakishan Damani, currently the fifth wealthiest person in India, is the country's leading self-made entrepreneur as well, according to the maiden IDFC FIRST Private-Hurun India Top 200 Self-made Entrepreneurs of the Millenia list released on Thursday.

Damani, the Mumbai-based veteran investor, founded and owns the D-Mart retail chain. His company Avenue Supermarts, which operates the D-Mart stores, enjoys a market capitalisation (mcap) of more than ₹238,000 crore, which makes the billionaire, 68, the country's ‘leading self-made billionaire,' as per the report.

The IDFC FIRST Private-Hurun India list features 405 founders, along with 200 companies. Sachin and Binny Bansal (not related) who co-founded Flipkart are second on the list (mcap: ₹199,472 crore), followed by Deepinder Goyal (Zomato; mcap: ₹86,835 crore), while Bhavit Sheth and Harsh Jain (Dream11; mcap: ₹66,452 crore) were tied at the 4th spot with Swiggy's Sriharsha Majety and Nandan Reddy.

Also in the top 10 were Razorpay's Harshil Mathur and Shashank Kumar (mcap: ₹62,384 crore), Max Healthcare's Abhay Soi (mcap: ₹55,085 crore), Paytm's Vijay Shekhar Sharma (mcap: ₹54,328 crore) and brothers Nikhil and Nithin Kamath of Zerodha (mcap: ₹50,630 crore).

(1.) Together, the listed companies are valued at ₹30 trillion ( ₹30 lakh crore), equivalent to the GDP of Denmark.

(2.) As many as 38 founders on the list come from IIT Delhi, followed by IIT Bombay (24) and IIT Kharagpur (20).

(3.) Entrepreneurs on the list are from 23 cities, with Bengaluru (129), Mumbai (78) and Gurugram-New Delhi (49) together accounting for well over half of the founders.

(4.) Nykaa's Falguni Nayar tops the list of women entrepreneurs, while Ghazal Alagh (Mamaearth) and Saumya Singh Rathore (WinZO), both aged 35, are the youngest women on the list.

(5.) Overall, Zepto's Kaivalya Vohra, aged 21, is the youngest entrepreneur here, followed by Shashvat Nakarni (25; BharatPe) and Dilsher Malhi (27; Zupee).

Go First tells Delhi HC it has exhausted CoC funds

NEW DELHI : Go First on Thursday informed the Delhi High Court that it had exhausted the funds provided by the Committee of Creditors and was dealing with a shortage of manpower and financial constraints. The airline had received interim financing of Rs100 crore from the CoC for service maintenance costs.

The resolution professional (RP) overseeing the bankrupt airline's insolvency also told the court that Go First's lessors had been blocking it from reviving its operations by filing petitions seeking the deregistration of its aircraft.

The court has deferred the hearing to 5-7 December. It had concluded hearing the lessors' arguments and is currently concluding the RP's arguments.

Go First is battling legal disputes with aircraft lessors as well as challenges arising from government notifications impacting asset reclamation during its moratorium period. The government, through a notification, allowed a moratorium under the insolvency process, but this will not apply to leased assets, including aircraft and engines.

Go First plans to scout for litigation finance to bring home up to Rs12,000 crore tied up in various lawsuits, Mint reported earlier on Thursday, as the bankrupt airline stares at likely liquidation. The amount includes an arbitration award that it won against engine maker Pratt and Whitney at the Singapore International Arbitration Centre earlier this year.

The airline received a temporary reprieve on 23 November when the National Company Law Tribunal (NCLT) granted it a 90-day extension for its Corporate Insolvency Resolution Process, effective from 6 November to 4 February, to allow for revival of its operations.

The tribunal has warned that failure to conclude the process within the new timeframe may trigger liquidation proceedings.

In the Delhi High Court, the lessors are pressing for immediate release of their aircraft citing the government notification and clarification from the Directorate General of Civil Aviation on the moratorium.

Senior Lawyer Neeraj Kishan Kaul, representing the RP, emphasised during Thursday's hearing that the government notification did not explicitly state its retrospective nature. If it is not retrospective, Kaul argued, the notification should be considered proactive.

He also contended that the Delhi High Court was not the appropriate forum to decide on the applicability of the moratorium, and that such decisions should be within the jurisdiction of the NCLT.

Kaul said the Insolvency and Bankruptcy Code (IBC) was designed to revive corporate debtors, with the correct jurisdictional route being NCLT, followed by the National Company Law Appellate Tribunal (NCLAT), and ultimately the Supreme Court.

Health-tech startup Zyla raises $4 mn in Series A led by Exfinity Ventures

In July last year, Zyla had raised $1 million as part of its pre-series A round led by clutch of angel investors.

New Delhi: Gurgaon-based health-tech startup Zyla Health has raised $4 million in its Series A funding round led by Exfinity Venture Partners.

The round also saw participation from Sony Innovation Fund, Venture Catalysts, and Aureolis led by Paula Mariwala.

Zyla said it will use the fresh funds to accelerate growth across its three key verticals of insurance, corporates and big pharma, as well as product integrations across the healthcare ecosystem for scale.

In July last year, the care management platform had raised $1 million as part of its pre-series A round led by clutch of angel investors. The firm counts Kae Capital, Secocha Ventures, Canara Bank Ventures and Seeders among its institutional investors.

The company offers a platform to power personalized care for chronic patients, supported by their in-house care team. The platform integrates across the ecosystem via APIs for scale, be it client data lakes, diagnostic vendors or smart devices.

Over the last year, the company has added new clients, including Max Life Insurance, HDFC Ergo, Pfizer, Zydus, IBM, DHL, Godrej, GEP and others. Zyla claims it improves the health condition of high-risk individuals to reduce claims of insurance firms, reduce insurance premiums for corporates, and improve medication outcomes as well as adherence for pharmaceutical drug users.

Meanwhile, in an interview with India Today, Sandeep Reddy Vanga shared that there is very much a possibility of Animal 2. Speaking about collaborating with producer Bhushan Kumar for the possible sequel, he said: “It is a delight to work with someone like Bhushan, who gives you the backing and support you need. So, I am eagerly awaiting the audience to watch Animal. We will see the response and work on Animal 2. Meanwhile, there are also some more films being planned.”

The director confirmed that he and Bhushan Kumar will also be working on “Spirit with Prabhas” and an untitled film with Allu Arjun.

Meanwhile, during a pre-release event, Ranbir Kapoor spoke about how he came to work with Sandeep Reddy Vanga. “Sandeep reached out to me one day over text and asked to meet him. When I got the text, I thought it was a prank. But I went to meet him anyway. When we met, Sandeep showed me a photograph from the days when I was not working, when I used to play in the Celebrity Cricket League. "In that photograph, I am looking somewhere far away. He showed that photo and said I want you to do this film because I want the expression that you have in this picture. I said 'Chalo, bekaari ke din kaam aa gaye (My days of unemployment were of some help after all)'. I love you Sandeep for giving me this opportunity," Ranbir said.

About the film, Ranbir Kapoor further said, “Animal is basically the adult-rated Kabhi Khushi Kabhie Gham. If I had to describe this story in a line, then it's about a man who goes to any length to protect his family. That's what the core of the film is.”

Matter of concern

India on Thursday described a case filed in a US court against an Indian national for alleged involvement in a plot to kill a Khalistani leader on American soil as a “matter of concern” and said follow-up action will be taken on the findings of an inquiry committee looking into the matter.

US prosecutors have alleged that Nikhil Gupta alias Nick worked on the directions of an Indian government employee, who described himself as a “senior field officer” responsible for intelligence, to arrange the assassination of Gurpatwant Singh Pannun, a senior leader of the outlawed Sikhs for Justice (SFJ) who has been declared a terrorist by India.

While the indictment filed in a US federal court in Manhattan on Wednesday did not name the Indian official or the victim of the assassination plot, unnamed American officials have told the media that Pannun was the target. Recent media reports have also said that US authorities thwarted a plot to kill Pannun and issued a warning to the Indian side.

“As regards the case against an individual that has been filed in a US court, allegedly linking him to an Indian official, this is a matter of concern. We have said, and let me reiterate, that this is also contrary to government policy,” external affairs ministry spokesperson Arindam Bagchi told a media briefing.

Without referring to Pannun or giving further details, Bagchi said the US side had shared “some inputs pertaining to [a] nexus between organised criminals, gun runners, terrorists [and] other extremists”.

He added, “We take, of course, such inputs very seriously, and a high-level inquiry committee has been constituted to look into all the relevant aspects of the matter. And necessary follow-up action will be taken based on the findings of the inquiry committee.”

The indictment filed against Gupta in the US court alleges that the Indian official had described the plot to target Pannun as a “priority” two days after another Khalistani leader Hardeep Singh Nijjar was gunned down near a gurdwara in the Canadian town of Surrey on June 18. Gupta, who was arrested in the Czech Republic at the request of the US in June, was allegedly working with an Indian official to ensure the dismissal of a criminal case against him in India.

Bagchi said the US had shared the inputs during discussions on bilateral security cooperation. He declined to share further information, such as the specifics of the inputs, on the grounds of security.

“The nexus between organised crime, trafficking, gun running and extremists at an international level is a serious issue for law enforcement agencies and organisations to consider, and it is precisely for that reason that a high-level inquiry committee has been constituted, and we will obviously be guided by its results,” Bagchi said.

However, Bagchi again dismissed allegations made by Canada regarding the potential involvement of Indian government agents in the killing of Nijjar, and said the “heart of the issue” is the Canadian side giving space to anti-India extremists.

About two months before the emergence of media reports about the alleged plot to kill Pannun, Canadian Prime Minister Justin Trudeau triggered a diplomatic storm with his accusation of a link between Indian agents and the slaying of Nijjar. India and Canada both expelled a senior official each and New Delhi's insistence on parity in diplomatic presence forced the Canadian side to withdraw 41 diplomats from the country.

“Insofar as Canada is concerned, we have said that they have consistently given space to anti-India extremists and violence, and that is actually the heart of the issue,” Bagchi said.

Indian diplomats in Canada have borne the brunt of this and New Delhi expects the Canadian government to live up to its obligations under the Vienna Convention on Diplomatic Relations, he said. “We have also seen interference by Canadian diplomats in our internal affairs...and that is obviously unacceptable,” he added.

Teachers fume after edu dept’s latest order

Bihar education department's “gag” order issued Tuesday, warning teachers of schools and colleges of action for ventilating their grievances against office orders in public, has drawn sharp reactions from teachers' bodies, which have described it as an “affront to their democratic rights and freedom of expression”.

The matter escalated after the education department issued orders on Wednesday to stop the salary and pension of Federation of University Teachers' Association of Bihar (FUTAB) working president Kanhaiya Bahadur and general secretary Sanjay Kumar, also an MLC (member of the Legislative Council), for their remarks against the order that college and university teachers should also mandatorily take five classes each day and strike off names of students remaining absent for more than three days.

Kumar said he would serve a privilege notice against the move to stop his pension, as he is a teachers' representative in the Legislative Council and the order to stop his pension was issued without ascertaining facts.

He also threatened to sit on dharna in front of CM's residence against this.

Kumar's party, the CPI, extends support to the Grand Alliance (GA) government headed by Nitish Kumar.

“The actions of K K Pathak (the additional chief secretary who heads the education department) clearly indicate he has lost mental balance. The universities are governed by separate Acts and University Grants Commission (UGC) guidelines and relevant amendments carried out from time to time. These clearly lay out how many classes need to be held every day and by whom. The government first needs to look within and ask itself if it has been able to provide required infrastructure and facilities in schools and colleges,” the MLC said, inding support from CPI-ML MLA Sandip Saurav and BJP MLC Nawal Kishore Yadav.

The education department has made it clear it does not recognise any association and the teachers should refrain from joining them.

“Giving statements in newspapers and posting on social media criticising policies and expressing resentment is a hurdle in creating academic atmosphere. No teacher can be a member of any association. Creating an association or joining it will be seen as misconduct and invite strict disciplinary action,” says a letter from secondary education director Kanhaiya Prasad Srivastava, which has been sent to all district education officers.

Later, higher education director Rekha Kumari took exception to FUTAB remarks against the department's orders and wrote to registrars of all the state universities. “Opposing policies of the department is unprofessional conduct and opposition to efforts to improve higher education. Therefore, initiate stricter action against the two FUTAB leaders after serving by them show cause and stop their salary and pension till further orders,”'she wrote.

She also wrote separately to all vice chancellors regarding general discipline to be followed by teachers and staff of the state universities, which have hundreds of full-time politicians, including ministers, legislators and party chiefs.

However, the universities concerned, like BRA Bihar Universiry (Muzaffarpur) and VKS University (Ara), have not served notices to the two FUTAB leaders so far.

“As per provisions in University, a student can acquire his degree in three attempts. So it is not mandatory for him/ her to have stipulated 75% attendance in the first attempt. There could be any reason attendance shortage — illness, family issues, mental issues or any other. So , cancellation of admission after three days of absence is unheard of even in central universities. In a democracy, an officer should not try to intimidate anyone. The university is a place for free exchange of views. I am seeking legal opinion as this is a clear attempt to malign my image,” said FUTAB president Kanhaiya Bahadur.

All India Federation of University Teachers' Association (AIFUCTO) has also written to the Governor, who is the Chancellor of state universities, and chief minister Nitish Kumar regarding the “repressive and undemocratic tactics of the higher education department against the leaders of associations”.

“We seek your intervention in the matter and withdrawal of such orders,” wrote AIFUCTO general secretary professor Arun Kumar.

In October last year, the department of education's stand-off with the Chancellor's secretariat had ended after Nitish Kumar called on Governor Rajendra Vishwanath Arlekar at the Raj Bhawan. The department of education had to withdraw all its advertisements it had separately issued for the appointment of vice chancellors, the first time ever in the state, while the last date for submitting applications to the earlier advertisement issued by the Chancellor's secretariat was drawing close. It created a piquant situation. Due to the controversy, the process for delayed and the appointment of VCs and Pro-VCs is still awaited.

The latest gag order has also created unease among school teachers, as the department has started serving show cause notices to them even for a comment on social media posts. “You liked a post and commented it was the arbitrariness of the officials. This is indiscipline. Send your reply to the show cause within 24 hours, failing which disciplinary action would be recommended against you to the competent authority,” said the show cause served to a school teacher, Md Ayaaz Murtaza, by Patna district education officer Amit Kumar.

Rajya Sabha member Sushil Kumar said strange things were happening in Bihar as Nitish Kumar had lost control. “Snatching democratic rights of teachers is unheard of. If students protest against BPSC, they are threatened. If teachers speak up, they are intimidated. It is worse than emergency. Actor Jai Opens Up About His Character In Label

Disney+ Hotstar's recently released Tamil crime thriller Label presents viewers with an intriguing journey of one man's fight for justice. Marking director Arunraja Kamaraj's digital debut, the Hotstar Specials revolves around the two worlds of Madras. The first world, where one labels people with titles of criminal connotation for being born there, and the second, which guarantees people normalcy and respect. The series features celebrated actor Jai's jaw-dropping performance as a lawyer aspiring to be a judge and Tanya Hope as a journalist. Available in Tamil, Hindi, Marathi, Bengali, Kannada, Telugu, Malayalam, with new episodes dropping every Friday, Label promises viewers a riveting story of being wronged and persevering in challenging the wrong.

Talking about stepping into the challenging role of a lawyer in Label, Jai said, “When I read the script for Label, I instantly knew Prabhakaran, my character, had fire in his heart. He is no ordinary lawyer; he does not just fight for justice, but he also points out how bias affects us every day. For this role, understanding the role of a lawyer in today's world was hectic but a learning experience for me. I can now see why their lives are so incredibly tough. So, when deciding on the project, I knew it wasn't just about playing a part; it was getting to live and experience a different side of life.”

Hotstar Specials Label is produced by Muthamizh Padaippagam and features Dinesh Krishnan's cinematography. Four lyricists — Yugabharathi, Mohan Raja, Logan and director Arunraja Kamaraj himself — have penned the songs for the series while the screenplay and dialogues have been penned by Jayachandra Hashmi. Label features on Disney+ Hotstar on a weekly basis, with every episode dropping in on Friday.
